Yes, they drink, just not the way mammals do
A dog empties its bowl on schedule; a bearded dragon may ignore its bowl for days and still be hydrated. Bearded dragons can and do drink standing water — the Australian Museum reports wild dragons 'will drink from standing free water' — and pet care sources still recommend a water bowl; wild dragons also harvest rainwater by licking water channeled to the snout.
That gap between can and does is the whole subject. A dragon that never visibly drinks is normal. A dragon with no access to water is at risk. Your job is to keep multiple water routes open and let the animal use the ones it prefers.
How bearded dragons drink in the wild
The species comes from country where standing water is scarce. Native to arid and semi-arid inland Australia - deserts, dry forests, scrublands, woodland and hummock grassland; this hot, dry origin underlies captive heat/low-humidity requirements.
Evolution's answer to that scarcity is one of the more remarkable behaviors this species owns. Wild bearded dragons will drink from standing free water; during rain they also stand on rear limbs with head sloped down and lick water that runs forward over the body to the snout, holding the position 20-30 minutes. A lizard that patient about a rain shower is clearly built to use water when it appears, which is exactly why captive dragons should always have some available.
The water dish: still the baseline

Shape matters as much as presence. Provide fresh water in a shallow, non-tip dish; NCSU also recommends a weekly shallow warm-water soak. Dish hygiene, which matters more than dish design

Two habits keep it working. Change the water daily rather than topping it up, since a topped-up dish never gets properly emptied. And scrub the dish rather than rinsing it, because biofilm forms on the sides where a rinse does not reach.
There is a household dimension here too, and it is the part owners most often get wrong. A shallow dish on the cool side does not move a properly ventilated enclosure out of range. What does cause problems is a large water feature, a dish placed directly under the basking lamp where it evaporates continuously, or wet uneaten vegetables left sitting in a warm tank.
Ventilation matters as much as dish size: Good ventilation is essential for air circulation, temperature control and humidity management.
Get that balance wrong in the humid direction and the documented consequence is respiratory: RSPCA advises keeping humidity around 30-40% at the cool end to help prevent respiratory and skin problems.
Get it wrong in the dry direction and shedding suffers: Shedding problems (dysecdysis) are caused by low humidity, temperatures that are too cool, lack of abrasive surfaces to rub against, nutritional deficiencies, skin parasites, infections, dehydration, and rarely thyroid dysfunction.

Signs your bearded dragon is dehydrated
Dehydration shows up in the details before it becomes an emergency. Sunken eyes, sticky mucus in the mouth, and retained non-shedding skin can all be signs of dehydration; sunken eyes also suggest weight loss.
Eyes tell most of the story, and they double as a general health signal. Swollen, sunken, closed, or draining eyes are a reason to contact a veterinarian; eye infections are among the common conditions seen in bearded dragons.
The response threshold is the standard one for this species. Contact a veterinarian if a bearded dragon is lethargic, isn't eating well, or isn't growing normally (WSU); RSPCA advises watching weight and contacting a vet if a dragon loses weight during seasonal slowdown.
